The park was founded in 1970.

There are several zones in the park: celebration and public events, entertainment and cultural-educational events, exposition and thematic, sports, recreation for children, a quiet rest, and an economic zone. The landscapes of the natural forest have been preserved here and they are complemented with park features. The main park roads attract attention: a large pine alley and a large walking ring.  There is also an amusement park, a summer cinema, a decorative swimming pool, landscaped forest lakes.

The park was established on the basis of a pine forest. The total area of the park is 111.97 hectares, plantations occupy more than 100 hectares, the water area - 3.4 hectares, buildings - 0.3 hectares.

There are five types of landscapes in the park: forest, park, meadow, garden, and regular. 90% of the plantation area belongs to the forest and park types, which occupy approximately the same area (46 and 45 hectares). Meadow landscape is represented by plots near three lakes (6.0 ha), insignificant areas are occupied by garden (1.1 ha) and regular (0.6 ha) landscapes. A significant part of the park (32% of the territory) is covered by a sparse forest of Scots pine.

In total, 36 species of woody plants grow in the park: sugar maple, Robinia pseudoacacia, common mountain ash, lingering birch, red oak, common oak, heart-shaped linden and others. About 9 hectares in the park are occupied by glades.
